I ended up building it... no boning as she does contortion aerial & the commercial one she had she bend the crap outta the spiral boning after only one performance. The Lady Marlene's are about the same 9 inch width (top to bottom) as your specs, though they may not make as small a size as a 19. Flexees, Bali, Miraclesuit and Rago all make similar cinchers, but they are around 12 inches from top to bottom. The smallest size of these is usually around 24 inches. I would recommend buying the smallest off the rack you can find and simply altering it to make it smaller. Not sure about the Flexees, Bali and Miraclesuits, but the Ragos are steel boned. All I can say is, I envy anybody that is looking for a waist cincher in a size 19. If my waist was that size, I would happily go naked!
